Fallout was a masterpiece of satire and oppressive mood and effectively conveyed the mystery of a post-apocalyptic world to a person held back from the conflict. Fallout 2 approached the world in a different light by having the player be a member of a tribe founded by the character from the first game. It was an excellent perspective, especially given the general shift in tone between Fallout 1 and 2. Either way, Fallout 2 wasn't the revolution that Fallout 1 was, but it did provide more, which delighted fans. 16/11/09
