When Games For Windows Live was first announced one of the most hyped features was its potiential to allow PC and Xbox 360 players to actually play against each other in multiplayer matches. However the cross-platform feature was only used in a few games and has largely been ignored by most Games For Windows Live titles.
The upcoming sci-fi shooter Section 8 will be offering something that is rarely seen in games. According to a new chat in Gamasutra, developer Timegate Studios will allow Xbox 360 players a way to create a dedicated server via the PC for their games. PC gamers won't be allowed to join the server so there will be no true cross-platform play available. However having an Xbox 360 server for Section 8 run on a PC will allow the game to support up to 32 players versus the normal 16 players.

The choice of cross platform play has always been the choice of the developer of the game. Capcom themselves said not enough people used their CC Play in Lost Planet Colonies, but that may have been due to the fact they put the feature into a second edition of a game. I would have loved it for the PC version of Street Fighter IV, but I am happy with GFWL just being in that title.
Second, I have yet to see anyone else even pull off CC Play besides Games For Windows Live. Valve was working on it supposedly for "The Crossing" but they stopped working on it - so Valve fails as well in this regard. Epic had their shot with UT3, but they only wanted to have cross platform data instead of gameplay. And guess what? It also failed. Only GFWL has games that use this feature, and no matter how down you may look on that, that is a fact no one else can even claim.
Third, this is not really cross platform play, but you stated that. This is just a way to guarantee that someone can host the game later on down the line once this game tanks.
I say "tanks" because I got done posting replies on Joystiq on their article about them already annoucing DLC - FOR A GAME STILL IN BETA. Death note struck, call it a day.
