While you still can get these items through the item drop system, this new update is clearly a case of Valve bringing back a feature that many TF2 players wanted. So while you can get the new Ambassador pistol for the Spy via a lucky item drop you can also get the weapon via unlocking a number of achievements. The patch also deals with a number of bugs in the game.
